University of Indonesia (UI) academics collaborated with the Ministry of Home Affairs (Kemendagri), Ministry of Health (Kemenkes) and the National Disaster Management Agency (BNPB) to produce a book entitled “Pocket Book for Disaster Resilient Villages against COVID-19”. The launch and book review was carried out online at Webinar Series 22 FKM UI, Wednesday (5/8) which was attended by Lt. Gen. Doni Monardo (Head of BNPB / Chair of the COVID-19 Handling Task Force), Dr. Nata Irawan (Director General of Village Government Development at the Ministry of Home Affairs), Prof. Ari Kuncoro, SE, MA, Ph.D (Rector of UI), Dr. dr. Sabarinah Prasetyo, MSc (Dean of FKM UI) and the book compilation team. A total of 74,953 villages throughout Indonesia will receive digital versions of pocket books or e-books, while for disadvantaged, frontier and outermost villages in Indonesia will receive physical books.

This pocket book will serve as a guide for all village stakeholders, starting from the village head taking      the role as the Head of the Task Force for the Acceleration of Handling COVID-19 in the village, the Village Consultative Body, Village Community Institutions, Village Cooperation Agency, Village TP-PKK, Integrated Healthcare Center (Posyandu), health cadres, villagers, traditional leaders, community and traditional leaders, local security forces, including Bhabinkamtibmas and Babinsa as well as Public Health Center (Puskesmas) officers. The drafting team consisted of Dr. Rachma Fitriati (Faculty of Administrative Science UI), Dr. Robiana Modjo (Faculty of Public Health UI / FKM UI and Chair of PAKKI), Prof. dra. Fatma Lestari (FKM UI Disaster Risk Reduction Center / DRRC UI), Adang Bachtiar (FKM UI & IAKMI), and Debby Paramitasari, M.DisMgt (DRRC UI, book editor).

The reviewers      in this book review are: dr. Suir Syam, MPH (Commission IX DPR RI); Dr. Kirana Pritasari (MQIH); dr. Eni Gustina, MPH (Community Health Directorate General Secretary of the Ministry of Health RO); Lilik Kurniawan S.T. M.Si (Deputy for Prevention and Preparedness of BNPB); Dr. Ede Surya Darmawan, SKM, MDM; Baequni, SKM, MKM, PhD; Husain Nawawi, S.IP (Head of Tammangale Village, Balanipa District, Polewali Mandar Regency, West Sulawesi), and moderator Dedi Supratman, SKM, MKes.

On the occasion of the book launch, Doni Monardo stated that     , “COVID-19 is not fabrication and not a conspiracy. COVID-19 is like an angel of death for vulnerable groups. The prevention program must become the major and excellent program. For that reason, it is necessary to utilize all media for education, outreach and mitigation. We hope that this book can become a guide for village officials in providing socialization and mitigation of COVID-19. “

Director General Nata Irawan, representing the Minister of Home Affairs, said, “Minister Tito Karnavian welcomes the presence of this pocket book. It is hoped that the presence of this book can provide major benefits for village governments in taking steps and policies in dealing with the COVID-19 pandemic. The Ministry of Home Affairs invites all Indonesian people to enter the New Life Adaptation (AKB). The village government must build a superior program that is unique to each village to deliver all village communities to the gate of change. The book published by the Directorate General of Village Government Development at the Ministry of Home Affairs will serve as a guideline for all Village Governments to ensure that all villages in Indonesia have the ability to lead to a New Normal Order: Productive and Safe for COVID-19. “

On the same occasion, UI Rector       Prof. Ari Kuncoro, conveyed that, “The Pocket Book for Disaster Resilient Villages against COVID-19 is a      collaboration between the Tri Dharma of Higher Education with the Ministry of Home Affairs, Task Force, Ministry of Health and BNPB. The shrinking economic activity in big cities due to COVID-19 has triggered a wave of unemployment which has increased the number of people returning back to their villages     . Therefore, UI is called to carry out community service research with the theme of COVID -19, including research to build a penta helix      model for resilient village social engineering disaster management through       a preventive and promotive perspective. It is hoped that this book can become a guideline and guide for       taking steps and policies for villages in Indonesia. “

In his presentation, Dr. Rachma Fitriati said that this book is      UI’s contribution to stakeholders in the village which of course requires guidelines to act as common references. “In this book we provide some practical tips and strategies in preventing transmission of COVID-19, such as how to do physical distancing, self-isolation, education related to the COVID-19 virus, including facing the era of “New Normal” and “Adaptation of New Habits,”      Dr. Rachma stated.

Dr. Rachma also stated that the village is the front line of defense in the Disaster Resilient Village against COVID -19. “Villages must compete to do their best to ward off non-natural disasters, collectively, from the center to the regions with a promotive preventive approach. We propose, for example, One Village One Community Health Personnel, “said Dr. Rachma.

“This book is a guideline for village officials in preparing villages to be resilient and independent in facing potential disasters and crises due to the COVID-19 pandemic. It is hoped that villages in Indonesia will be able to face and recover on their own. The compilation of books was carried out by extracting ideas from all village stakeholders and also reviewing literature from various sources. It is hoped that this pocket book can truly become a solid guidebook, easy to understand and implement for all stakeholders in the village on how to deal with the COVID-19 pandemic,” Prof. Fatma Lestari added.

Furthermore, Dr. Robiana added, “This book also explains practical tips on adapting to new habits and efforts to prevent the spread of COVID-19 in workplaces / village offices as well as in public places. This book also involves and becomes the work of S1 K3 FKM UI students as part of Field Learning Practices.”
